When you evolve a lets say a freno and the evolution has a ability that can be obtained when in that form are you able to gain it by evolution and catching it or is it only by catching it?

Only by catching. The Ability of a ZENFORM never changes during evolving.
The design reasoning for this is that it adds to the strategy of a ZENFORM's growth. 
If you catch a ZENFORM as a Newborn/Child, you'll get the benefits of learning attacks from any evolution stage's move pool (attack pool). The draw back is your ability is "stuck" from the moment of capture.
